RV Industry Backs Washington Bill Defining Fifth-Wheel Trailer Lengths

The RV Industry Association (RVIA) urged Washington lawmakers to adopt clear rules for measuring fifth-wheel trailers, testifying in support of Senate Bill 5824 before the Senate Transportation Committee. 

The legislation seeks to codify a maximum trailer length of 46 feet, measured from the center of the kingpin to the rearmost extremity, ensuring compliance with state law and streamlining plan approvals.

Michael Ochs, director of state affairs for RVIA, provided remote testimony emphasizing that a standardized measurement method would help dealers sell all fifth-wheel models currently offered by manufacturers. 

The bill emerged from a coalition of Washington RV dealers concerned that state plan approvals were inconsistent, limiting their ability to sell certain trailers. 

According to a News and Insights report of RVIA on January 27, LaDonna Meadows of Tacoma RV, who serves on the RV Dealer Association Executive Committee, was among four dealers to testify in favor of the legislation.

Support also came from the Association of Washington Businesses, which noted that clearly defined measurement standards could prevent unnecessary regulatory delays. 

If passed, SB 5824 would likely require state plan approvals to explicitly certify that a fifth-wheel trailer meets the 46-foot limit.

In addition to Senate Bill 5824, RVIA also expressed support for a companion measure, House Bill 2467, which was scheduled for a hearing before the House Transportation Committee on Monday, January 26. 

RVIA is the national trade organization representing recreation vehicle manufacturers and their component suppliers, who together produce more than 98% of all RVs made in the United States. 

The association also serves as a unifying force within the industry, promoting safety, professionalism, and best practices across all sectors of RV manufacturing.

In addition to supporting its members, the association works closely with federal and state policymakers and recognized national standards-setting organizations to advocate for the interests of the RV industry. 

Its members manufacture a wide range of RVs, including travel trailers, fifth-wheel trailers, folding camping trailers, and park model RVs.
