Deschutes County Faces Regulatory Debate Over RV Living Amendments

Deschutes County (Oregon) is at a crossroads with proposed amendments that could reshape the landscape for RV living in rural residential areas, a Bend Source report highlighted. 

The amendments, spurred by Oregon’s Senate Bill 1013 passed in July 2023, aim to legalize the use of recreational vehicles (RVs) as rental dwellings on rural land. This legislative move seeks to address the growing demand for affordable and flexible housing options in the region.

The county’s Planning Commission, however, has expressed reservations, voting 4-3 against recommending the proposed changes. The decision came after extensive deliberations that began on Jan. 11 and concluded in a meeting on Jan. 25. The commission’s concerns center on potential land use impacts, including increased traffic, road maintenance challenges, heightened wildfire risks, and the complexities of enforcing code violations.

Despite the Planning Commission’s reluctance, the proposed amendments have sparked a broader conversation about housing affordability and the need for innovative solutions in Deschutes County. The amendments would require RVs, or similar structures designed for human occupancy, to be fully licensed and ready for highway use, ensuring safety and mobility.

The county is now poised for a critical discussion, with a work session scheduled for Feb. 28 to decide whether to proceed with a hearing on the amendments. This session represents a pivotal moment for stakeholders across the spectrum, from property owners to potential RV dwellers.
