Commission Greenlights Cave Spring RV Park with Strict Conditions

In a development for the Cave Spring community, the Floyd County Commission approved a new RV park on Davis Road, with specific conditions. The decision comes after months of deliberation and adjustments to the original proposal submitted in April.

Developer Anthony Carver, who spearheaded the project, presented a revised concept plan to the commission, addressing several key concerns raised in previous discussions. The updated plan included widening the road, resolving an easement issue with an adjacent property owner, and conducting comprehensive soil testing for the proposed septic system.

These modifications were crucial in securing the special use permit necessary for the RV park’s development. Carver emphasized his commitment to adhering to all legal and regulatory requirements.

“I want you to ask yourself if there is any other legal matter or state regulation that would keep us from doing this. We believe the answer is no. It can be done with proper engineering, following all the rules and guidelines for the state and county. We have all the correct buffers and setbacks on our concept plan,” Carver said, as reported by WRGA Local News Now on July 24. 

Despite these assurances, local residents voiced their concerns about potential issues such as increased crime rates and flooding risks. Attorney Jeremy Salter, representing the opposing residents, acknowledged Carver’s intentions but raised questions about future property owners and the need for regulation.

To address these concerns, Commissioner Wright Bagby proposed a set of five conditions for the approval of the special use permit. He indicated that RV spaces would be capped at a maximum of 50. 

Additionally, the applicant is required to upgrade the existing Davis Road from the park entrance to the U.S. 411 entrance, ensuring the road meets local road cross-section standards in accordance with the Unified Land Development Code, at the applicant’s expense.

Bagby also noted that the applicant must adhere to a tentative agreement with the Bagwells regarding the relocation of the irrigation easement and must relinquish the previously granted Special Use Permit (SUP) for a special events venue on the property.

The approach of a proposed RV park on Davis Road highlights the importance of understanding local regulations and addressing resident opposition to ensure smooth approval. By actively listening to and incorporating community feedback, developers can modify their plans to better align with local expectations and needs.
