RVIA Outlines Key State Advocacy Initiatives for 2025

The RV Industry Association (RVIA) announced its advocacy priorities for 2025, with the Government Affairs team focusing on critical state-level initiatives alongside federal efforts. 

California’s lemon law is a top focus, following Senator Tom Umberg’s introduction of Senate Bill 26. This legislation, requested by Governor Gavin Newsom, builds upon the recently enacted AB 1755, which streamlines claims processes for defective vehicles. 

If passed, SB 26 would require disclosure of lemon law claims to potential buyers and allow manufacturers to opt into the streamlined procedures. The bill is currently under review by the Senate Rules Committee.

According to a News and Insights report of RVIA, the association is also engaged with the California Air Resources Board (CARB) regarding the Advanced Clean Truck regulation, effective January 1, which may affect motorhome availability. 

The regulation allows for continued sales through a credit market system or a deficit-offsetting mechanism, prompting the RVIA to guide members through compliance challenges. With CARB’s influence extending to 17 other states, the association is monitoring developments beyond California.

Per- and Polyfluoroalkyl Substances (PFAS), commonly known as “forever chemicals,” remain another major concern. Several states and the federal government are moving to regulate or ban PFAS, which are found in various consumer and industrial products, including RVs. 

The RVIA has formed a working group to engage with regulatory bodies, aiming to educate policymakers on the unique considerations of the RV industry regarding these chemicals.

Advocating for RV-specific franchise laws is another objective for 2025. The association plans to collaborate with the RV Dealers Association and local dealers in at least two states, including Indiana, to establish legislation tailored to the RV sector. This follows successful efforts in 2024 to pass similar laws in Maryland, Washington, and Wisconsin.

Building strategic partnerships remains a core element of the RVIA’s advocacy strategy. The team is actively working with organizations such as the National Association of Manufacturers, the Alliance for Automotive Innovation, and the Outdoor Recreation Roundtable. These collaborations aim to amplify the RV industry’s influence on both state and federal regulatory matters.

Monitoring legislative developments nationwide is an ongoing responsibility for the Government Affairs team. Staff are prepared to advocate for the industry by providing expert testimony and input on bills that could impact RV businesses.

The RVIA is also pushing for expanded RV-friendly electric charging infrastructure, advocating for additional pull-through charging spaces designed for towable RVs. This initiative seeks to promote the adoption of electric vehicles while ensuring accessibility for RV travelers.
