A coalition of over 300 organizations and businesses from the outdoor recreation industry has called on Congress to pass the Expanding Public Lands Outdoor Recreation Experiences (EXPLORE) Act before the end of the year.
The bill, which has already been approved by the House of Representatives and twice cleared the Senate Energy and Natural Resources Committee, aims to enhance outdoor recreation opportunities while supporting rural economies and protecting public lands and waters.
The EXPLORE Act has garnered bipartisan support, with sponsors including Chairman Joe Manchin, Ranking Member John Barrasso, Chairman Bruce Westerman, and Ranking Member Raúl Grijalva.
The legislation seeks to address the growing demand for outdoor access by streamlining permitting processes for outfitters and guides, improving access to green spaces in underserved communities, developing long-range trails, and investing in rural economies reliant on outdoor tourism.
Proponents of the bill highlight its potential to impact the $1.1 trillion outdoor recreation economy, which supports five million jobs and serves over half of all Americans who participate in outdoor activities.
The legislation also includes measures to address equity in outdoor access, aiming to extend the health and social benefits of outdoor recreation to communities that have historically lacked access.
Organizations backing the bill represent a broad spectrum of interests, including motorized and non-motorized recreation, conservation groups, and local and state governments.
Notable supporters include the RV Industry Association, America Outdoors Association, Hipcamp, Kampgrounds of America, and the National Recreation and Park Association.
These groups emphasize that modernizing policies governing outdoor recreation will help sustain the industry’s growth and preserve public lands for future generations.
The coalition argues that without the EXPLORE Act, outdated regulations could hinder the outdoor economy and limit opportunities for Americans to experience public lands.
