Donegal Council Rejects Campervan Park Proposal Near Naran

Donegal County Council has refused a planning application for a 10-pitch campervan park on the Ardara Road, near the beachside resort of Naran. The application, submitted by Patrick Boyle, proposed a site with a dedicated service building to accommodate up to 35 visitors when operating at full capacity.

The council cited the location of the proposed park within an area designated as High Scenic Amenity as a primary reason for refusal. Officials also raised concerns regarding the potential impact on visual amenity, rural character, and existing residential amenities.

Planners agreed with third-party submissions opposing the development, noting that the commercial site would have “an adverse impact on the rural character and visual amenity” of the surrounding area, which is primarily residential.

A planner further highlighted that the proposed campervan park would generate increased noise and traffic, significantly affecting the privacy of nearby dwellings.

In the Chief Executive’s order, the council concluded that the development would “cause a detrimental change” and “further erode the existing residential amenities, rural character and visual amenities of this rural area,” while also setting “an undesirable precedent” for future applications in High Scenic Amenity zones.

For professionals in the outdoor hospitality and glamping sectors, this decision underscores the importance of site selection, local planning designations, and community impact assessments when proposing new developments.

Applications in areas with scenic or residential sensitivity may face increased scrutiny, highlighting the need for thorough environmental and community consultations before submission. The applicant now has the option to appeal the decision to An Bord Pleanála, according to the Donegal Daily. No specific dates for the appeal process have been announced, though the council’s decision marks a key reference point for similar proposals in the county.
