The RV Industry Association (RVIA) launched a national advocacy campaign to support a bipartisan bill that would restore tax parity for non-motorized RVs.
The proposed legislation, known as the Travel Trailer and Camper Tax Parity Act (H.R. 332), was introduced earlier this year by U.S. Representatives Rudy Yakym (R-IN) and Dina Titus (D-NV).
If passed, the bill would allow RV dealers to fully deduct the interest on floorplan loans for towable trailers—vehicles that make up 88% of all RV sales.
According to a News and Insights report of RVIA on April 15, a Senate version of the bill (S.1314) was introduced on April 7 by Senators Joni Ernst (R-IA), Angus King (I-ME), and Todd Young (R-IN).
Senator Jim Banks (R-IN) also signed on as a cosponsor. The Senate measure mirrors the House version in amending the Internal Revenue Code of 1986 to expand the definition of floorplan financing to include towable RVs.
Currently, under the Tax Cuts and Jobs Act, floorplan interest on travel trailers is subject to a 30% cap on deductible interest expenses for dealerships with over $29 million in annual revenue.
“All 50 states define and regulate towable RVs and campers as motor vehicles,” the association stated. “Though a small fix, this bill ensures that motorized and non-motorized campers and travel trailers are treated the same under the U.S. tax code.”
To support the legislative push, RVIA and RV Dealers Association introduced a grassroots advocacy tool in March. The tool allows dealers to easily contact their congressional representatives by submitting personalized letters urging support for the bill.
Participating dealers also receive an email link to the advocacy platform, where they can input their information and be matched with their members of Congress. The tool was designed to streamline dealer engagement with lawmakers and increase visibility for the bill.
As of mid-April, more than 75 RV dealers in 25 states had used the grassroots tool to contact legislators.
“The RV Industry Association and RV Dealers Association look forward to continuing their partnership on this important legislative effort to ensure all segments of the industry are treated fairly,” RVIA explained.
