Josephine County is moving forward with a major renovation of the Upper Loop (Oregon) at Whitehorse Park, with completion targeted for August 30, 2026.
The project aims to modernize the historic campground while preserving the park’s natural character, reflecting years of community feedback and planning.
Established in 1957, Whitehorse Park is recognized by county officials as Josephine County’s first publicly owned park and has long served as a popular recreation site for campers and families. The upcoming renovation represents one of the most significant upgrades in the park’s history.
Earlier modernization efforts at Whitehorse Park sparked debate among residents. A 2020 proposal to turn the Upper Loop into a modern RV park drew public criticism over potential impacts on trees and the park’s traditional atmosphere.
According to an article published by Grants Pass Tribune on October 16, under the approved plan, existing campsites will be widened and expanded to improve accessibility and accommodate more visitors.
Some sites will be upgraded with partial and full RV hookups to meet the needs of a wider range of campers.
Infrastructure improvements will also include new utility connections, improved roadways, and a redesigned traffic flow throughout the Upper Loop.
The plan also calls for adding a new exit to reduce congestion and improve safety for campers and day visitors.
Construction is expected to take place in multiple phases, with initial work focusing on a new restroom facility to serve increased visitation.
A new conceptual drawing illustrating the renovation layout has been released by the department and is available for public viewing on the county’s parks website.
Funding for the project will come from a combination of a Land and Water Conservation Fund grant and the county’s Parks Capital Improvement Fund.
According to its website, Whitehorse Park offers a wide range of outdoor activities for visitors to enjoy, including camping, boating, fishing, hiking, bird watching, and more.
Families can also make use of the park’s playground. A day-use picnic shelter is available for weddings, family gatherings, and corporate events.
Campground facilities are available by reservation only and include five full hook-up sites with 30-amp service, nine tent sites with water access, and one furnished yurt equipped with electricity, lighting, and a heater, accommodating up to five guests.
