Cadiz RV Park Annexation Back on Track After Procedural Delay

Plans to annex the Cadiz RV Park (Kentucky) are once again moving forward as the City of Cadiz and the Cadiz-Trigg County Planning Commission take steps toward incorporating the property into city limits.

The Cadiz RV Park was established in 2020 by Joseph Watson and three partners. The group developed the property to attract travelers visiting Lake Barkley, motorists en route to Florida, and visitors exploring local restaurants such as Cadiz Family Restaurant and Harper House.

During its regular meeting, the Cadiz City Council held a first reading on an ordinance expressing the city’s intent to annex the RV park property. 

The reading marks the latest development in a process that began earlier this year but was delayed due to procedural requirements.

The ordinance pertains to the annexation of approximately 10 acres of land at 526 North Rocky Ridge Road in Cadiz. The property owners are seeking annexation to facilitate a planned expansion of the RV park, which originally opened in the fall of 2020.

No vote was taken during the first reading. According to an article published by Kentucky New Era on November 6, Mayor Todd King said the council will vote on the ordinance during a special-called meeting scheduled for December 1 at Cadiz City Hall.

The Cadiz-Trigg County Planning Commission had tentatively scheduled a public hearing for November 20, according to Commission Chairman Tom Lawson. 

However, with the council’s recent action, the public hearing will now be held in January, likely on January 27, the date of the commission’s next regular meeting.

Planning Commission Secretary Jim Mullen, who attended the council meeting, said the annexation process was initiated at the request of the RV park’s owner. The proposed annexation area includes the 10 acres located across from Industrial Drive.

If the annexation is approved, the proposal will return to the city council following the public hearing for further consideration of zoning recommendations. 

The ordinance states the city’s intent to annex the property “by consent of the owner of record of the land to be annexed.” It also describes the site as suitable for development for urban purposes.

City Administrative Officer Jack Lingenfelter also read the ordinance during the meeting. Lingenfelter said the city recently received two annexation requests, including the RV park and another property still awaiting final documentation.

Earlier this year, local officials had considered a similar proposal to annex land adjacent to the Cadiz RV Park. A public hearing had been scheduled in February but was later canceled after the commission’s attorney, Stephen Underwood, advised that the city council had not yet enacted a formal intent to annex the property.

At that time, officials noted that annexation would allow for the expansion of the RV park and zone the property as B2, a commercial district.
