Madison City Council Approves 120-Site RV Park Near Love’s Truck Stop

Madison’s City Council approved the development of a luxury RV park on Sovis Road, located near Love’s Truck Stop at Exit 113. 

The project, developed by Brooks Pennington, aims to provide “alternative lodging” options for tourists and short-term tenants in the area.

The 35-acre property was rezoned from Light Industrial/Manufacturing District (I2) to a Planned Commercial District (PCD) to accommodate the RV park. Pennington explained that the “land’s topographical challenges” made it unsuitable for industrial purposes, and that developing an RV park would have a “little environmental impact.”

“This really is the ideal place for an RV Park,” said Pennington. “It focuses traffic where we want it, off Exit 113 toward Love’s Truck Stop and will have little impact on the environment,” Pennington explained, as reported by Morgan Citizen County on August 12.

The luxury RV park will feature 110 to 120 gravel parking sites, each measuring 35′ x 55′ (70′). These sites will offer full-service amenities, including sewer, water, electrical hookups, and high-speed internet. Additionally, the park will include a bathhouse with laundry facilities to accommodate guests.

Strict vehicle restrictions will also be enforced, allowing only RVs less than 10 years old, with exceptions for specialty luxury RVs. 

Another aspect of the proposal is the RV park’s security measures. The development will include security cameras and a license plate reader at the entrance. A manager will also be on-site 24/7, supported by additional staff during the day. Visitors staying longer than 14 days will undergo background checks as part of the park’s security protocols.

In addition to developing the RV park, Pennington is contributing to the local community by granting a 10-foot easement for the expansion of the Madison Greenway trail system. He is also donating $20,000 in cash to help fund the trail’s development within the easement area

Pennington assured city officials that measures would be implemented to prevent RV visitors from establishing permanent residency. Guests will be prohibited from using the site as a mailing address or registering to vote from the park.

During the council meeting, Councilman Eric Joyce raised concerns about the proposed luxury RV park, questioning whether it would resemble a high-end destination or more closely resemble a “luxury trailer park.”

Pennington responded by clarifying that mobile homes and trailers would not be permitted in the park, and that policies would be implemented to prevent guests from overstaying.
