Powys Council to Review Major Expansion Plan for Henllan Caravan Park

A planning application seeking to extend Henllan Caravan Park in Llangyniew has been submitted to Powys County Council, outlining a proposal for more than 110 additional static caravans and holiday lodges. 

The application, filed by A & S Lunnon, details plans to add 46 caravan pitches and 67 holiday lodges to the holiday park located along the River Banwy. The company also operates two holiday parks in Herefordshire.

According to planning documents, the application includes the construction of a sewage treatment plant and related infrastructure, along with provisions for 162 additional parking spaces. Planning agent Gerallt Davies of Roger Parry and Partners LLP provided details of the proposal through a design and access statement submitted to the council.

Mr. Davies stated that the expansion covers two areas of land, one already associated with the caravan park’s access drive and the other consisting of nearby agricultural fields. He explained that the project represents a significant extension of the existing site. 

“The site itself adjoins the existing Henllan Caravan and the extension proposes an extra 113 plots, taking the site to 196 plots,” he said. He added that the proposal aims to “expand the holiday let site [to] support the local tourism of the area and indirectly support local businesses and sites where visitors will visit.”

Each proposed holiday unit is planned to include its own toilet facilities, which would connect to two new sewerage treatment plants. One plant would serve the northern area of the site, and the other would serve the southern area. 

The park operates under an existing licence that requires six metres between plots and limits density to no more than 60 plots per hectare, conditions acknowledged in the planning submission.

Mr. Davies also emphasized the design approach, noting that the layouts were shaped to respond to local topography. 

“The proposed scheme has been specifically designed to be integrated within the undulating landscape whilst extending the existing site,” he said. “Each plot has been positioned to make the most of the views whilst avoiding the more ordered, linear look and to fit more organically into the site.” 

He added that “the beauty and variety of the Powys countryside creates an attractive area for tourists,” and he described tourism as a significant contributor to the rural economy, citing estimates that it accounts for seven per cent of Wales’ gross domestic product.

The planning statement maintains that the proposed extension aligns with national tourism policies and Powys’ Local Development Plan. 

“The proposal fundamentally complies with the overarching national planning policies that relate to tourism developments, together with the tourism policies of the adopted Local Development Plan (LDP). We therefore ask that the proposals are supported,” Mr. Davies said.

A decision on the application is expected by January 22, according to the Powys County Times.
