Efford Downs Campsite Seeks Year-Round Operating Permission in Cornwall

Efford Downs Campsite in Bude, Cornwall, is seeking planning permission to operate throughout the year, prompting mixed responses from residents and an objection from Bude-Stratton Town Council.

The campsite, located on Vicarage Road, has operated for 27 years and is currently permitted to open for 16 weeks annually. The application, submitted to Cornwall Council under reference PA26/06015, seeks to remove the seasonal restriction for tent and motorhome camping while retaining the agricultural use of the wider property.

Public consultation responses indicate differing views on the proposed change. Of the 12 comments recorded on the council’s planning portal, eight object to the application and four support it.

Those opposing the plans have raised concerns about whether the site is suitable for year-round operation, the capacity of nearby roads to accommodate additional traffic, and potential effects on the surrounding ecology. Bude-Stratton Town Council has also objected, citing access and environmental concerns.

The town council stated in its consultation response: “BSTC (Bude-Stratton Town Council) object to application due to the very restricted vehicle access to the site and ecological damage to the hedgerows and field.”

Supporters have praised the campsite and pointed to the potential economic benefits of extending its operating season, according to the Cornish & Devin Post. The proposal would give the business greater flexibility to accommodate visitors outside the current summer operating period, although the applicant expects demand to vary throughout the year.

Responding to objections, the applicant’s planning team stated: “We are seeking flexibility to operate outside the current 16-week period when there is genuine demand, rather than being required to close on a fixed date. We fully expect visitor numbers to reduce significantly outside the main summer season.”

For campground operators, the application highlights the planning considerations that can accompany efforts to extend a property’s operating season. Longer opening periods may create opportunities to attract visitors during shoulder and off-peak months, but proposals can also raise questions about road access, environmental protection, and relationships with neighboring communities.

The distinction between permission to operate year-round and actual year-round demand is also relevant to business planning. Operators considering similar changes may need to assess expected occupancy, staffing, maintenance, utility costs, and the availability of services outside peak season before determining whether an extended operating period is commercially viable.
