Albania to Introduce National Classification System for Tourist Accommodation

The Albanian government is developing a national classification system for tourist accommodation facilities as part of its National Strategy for Tourism Development 2025–2030. 

The initiative will cover a broad range of lodging types, including hotels, daily rental apartments, campsites, hostels, and country guest houses.

The forthcoming legislation is expected to establish a clear classification framework, set minimum standards for infrastructure, sanitation, safety, and quality of service, and define the criteria for assigning star ratings ranging from two to five. 

The framework also emphasizes accessibility, with specific attention given to accommodations for people with reduced mobility.

According to the government’s plan, the classification methodology will be completed by 2026, with a budget allocation of €60,000. 

An inspection and monitoring system is scheduled to be introduced between 2026 and 2027, funded with €80,000, according to a report by Albanian News.

In 2027, a further €60,000 will support training programs for inspectors and information campaigns for accommodation operators. The overall budget for the initiative is €200,000, fully financed by the state.

Authorities expect the classification system to bring multiple benefits, including enhanced safety and inclusiveness for guests, while also strengthening competitiveness in Albania’s tourism sector.

By aligning with international standards, the program is positioned to give local businesses clearer guidance on compliance and service quality.

For operators in the outdoor hospitality, glamping, caravan, and RV industries, the development of this framework could have direct implications. 

Campsites and guest houses, which often fall outside traditional hotel classification systems, will be formally included, offering both opportunities and obligations. 

Clearer standards may improve consumer confidence in non-hotel accommodations, potentially driving demand. At the same time, operators will need to prepare for inspections and ensure compliance with infrastructure and service requirements.

The new framework also creates space for differentiation. Businesses investing in higher service quality or improved accessibility may benefit from stronger positioning in a competitive market. 

For industry professionals, monitoring the rollout of Albania’s classification system can provide insights into how governments in emerging tourist destinations are shaping standards and expectations across the accommodation spectrum.
