Kaslo Village Council to Weigh Next Steps for Proposed RV Park

The proposed Kaslo RV Park has moved a step closer to final approval as the Village of Kaslo continues to consider a revised purchase and sale agreement with QP Developments. 

The project, which has already entered a new phase of review, outlines detailed conditions that must be met before the deal can close.

According to an article published by Castanet on August 27, the RV park proposal has been under discussion for more than a year. 

It was first presented to council in 2023 but was rejected in February. QP Developments returned with a revised plan in May, which received council approval to move forward with new terms.

Village staff asked council to approve the updated agreement, which lays out financial, environmental, and land-use requirements. 

The conditions are designed to provide clarity and ensure the municipality retains oversight of key aspects of the land transfer.

Among the stipulations are road allowances, the maintenance of the property’s physical, environmental, and geotechnical integrity, and compliance with subdivision lot consolidation. 

The agreement also requires indigenous consultation before development proceeds. 

In addition, the village will retain ownership of land within 30 metres of the Kaslo River and 15 metres of Kootenay Lake. This measure aims to preserve public access to the waterfront.

Financially, QP Developments will be required to pay CA$269,220, excluding tax, to acquire the property from the village. 

Officials noted that several public requests have been incorporated into the revised terms. These include protections for access and environmental upkeep. 

However, some residents have voiced concerns that the conditions still fall short of addressing all community expectations.

Public input remains a central part of the review process. According to the Village of Kaslo’s council agenda, those who consider themselves affected by the proposed bylaw, asked to submit written representations.

The approach to the proposed Kaslo RV Park highlights the importance of public consultation and ensuring projects align with community concerns. By aligning development plans with public feedback and incorporating conditions such as environmental protections, land-use requirements, and access guarantees, the project seeks to address local concerns and achieve smooth approval.
