Barwon Coast has opened a tender for the construction of seven new cabins at the entrance of the Barwon Heads Caravan Park, marking a key step in the organization’s plans to expand and enhance visitor accommodation offerings in the region.
The project, supported by the Regional Tourism Investment Fund, is part of a broader effort to promote sustainable tourism development while supporting local employment and regional economic growth.
The proposed development includes five two-bedroom cabins—one of which will be DDA-compliant—and two one-bedroom cabins.
According to Barwon Coast acting chief executive officer Paul Gangell, the designs should reflect the “unique coastal and cultural landscape of Barwon Heads,” incorporating “innovative solutions, sustainability initiatives and ways to minimize environmental impact.”
Mr. Gangell emphasized that tenders should align with the Victorian Government’s Local Jobs First Policy.
“Submissions should also demonstrate cost-effectiveness and detail how tenders will support the Local Jobs First Policy through the engagement of local suppliers, traders, contractors, and procurement of Victorian goods and services,” he said.
The tender also calls for designs that address both the cabins and the surrounding environment, including pathways, landscaping, and safe pedestrian access. These elements are expected to align with universal design principles to ensure accessibility for visitors of all abilities.
Submissions will be reviewed by an evaluation panel, which will make recommendations to the Barwon Coast Committee of Management board.
The contract for the project is expected to commence in November, with bookings for the new cabins projected to open to the public in September 2026.
Mr. Gangell acknowledged the role of public funding in advancing the project. “We are very thankful for the support provided through the Regional Tourism Investment Fund 2024,” he told Bellarine Times.
“This funding will enhance the visitor experience, attract more people to discover our beautiful region, and strengthen our broader purpose of caring for the coast.”
For operators in the outdoor hospitality sector, the project underscores growing investment in eco-conscious and accessible accommodation infrastructure.
It also illustrates how government-backed tourism initiatives can create opportunities for local contractors and suppliers to participate in sustainable regional development.
