Wyoming Governor Enacts Outdoor Recreation Funding Law

According to a Wyoming News report, Governor Mark Gordon has signed House Bill 67, the Outdoor Recreation and Tourism Trust Fund Administration-2, into law, marking a significant advancement in Wyoming’s outdoor recreation sector. 

This new legislation paves the way for state grants to support various outdoor recreation projects, such as campground expansions, shooting range installations, and new boat launches across the state.

The bill establishes a nine-person board responsible for managing the trust fund’s grant allocation process, following its creation by Governor Gordon in 2023. The legislation aims to enhance sustainable outdoor recreation and preserve Wyoming’s natural landscapes. Patrick Harrington, manager of the Wyoming Office of Outdoor Recreation, emphasized the law’s role in ensuring the state’s premier status for outdoor activities for future generations.

During a legislative session described as tumultuous, House Bill 67 garnered smooth passage, a feat attributed to widespread public support and collaboration. Senator Wendy Schuler, R-Evanston, highlighted the strategic importance of the bill in directing tourist activities and maintaining state oversight in the growing outdoor recreation industry.

The trust fund, currently endowed with $6 million, will finance projects improving trail infrastructure, access, and related developments. A governance structure through a governor-appointed board, with Senate-confirmed members from Wyoming’s judicial districts, has been set up to oversee these initiatives.

This board will review grant applications, with the capability to approve projects under $200,000 directly. Proposals exceeding this amount will require the Select Committee on Natural Resources’ endorsement. The fund is open to various entities, including municipalities, tribal governments, and nonprofits, supporting a broad range of outdoor recreational infrastructure projects.

Additionally, the bill ensures a biennial $6 million allocation from the state’s tourism reserve to the trust fund, signifying a sustainable funding mechanism for future outdoor projects. This financial strategy mirrors Wyoming’s increasing commitment to expanding its outdoor recreation economy, which plays a pivotal role in the state’s economic diversification efforts.

Wyoming’s outdoor industry has seen substantial growth, contributing $2.02 billion to the state’s GDP in 2022. This increase from $1.5 billion in 2021 reflects a rising trend in outdoor recreation and its economic significance. The trust fund’s creation and subsequent management aim to foster this sector’s expansion while balancing environmental conservation and community needs.

The new law, effective from July 1, allows Governor Gordon to commence board appointments, with grant disbursement activities slated to begin in July 2026. This timeline ensures a structured approach to enhancing Wyoming’s outdoor recreation landscape, promoting responsible growth and sustainable development in this vital industry sector.
