SouthFork RiverSide Campground LLC Secures Approval for 100 Campsites

The Warren County Board of Supervisors approved a conditional-use permit for SouthFork RiverSide Campground LLC on November 19, allowing the development of a campground and river-sports outfitter business on 120 acres in the Rivermont area.

The project includes plans for up to 100 campsites for recreational vehicles, campers, and tents, alongside preserving much of the land for agricultural purposes, such as hay production and forest management. A barn will be renovated to serve as an office and general store.

The permit also extends the maximum stay for guests from 14 to 30 days, consistent with county regulations for short-term rentals, as per the Northern Virginia Daily’s summarized report of the proceedings.

The Virginia Department of Transportation determined the entrance to the site was adequate, with modifications required to meet state standards for recreational vehicles. The applicant had originally proposed using 142 acres for the project but submitted a boundary line adjustment to reduce the size of the campground and create two residential building lots.

According to the Northern Virginia Daily, this decision followed a postponement during the board’s November 6 meeting to allow time for a site visit. The delay enabled supervisors to assess the property and evaluate concerns regarding setbacks between campsites and residential properties in the nearby Sunset Village subdivision.

During the earlier meeting, Gary Wayland, the property owner, explained his intention to combine agritourism with the campground. He emphasized the importance of meeting safety and regulatory requirements while managing financial considerations.

Neighbor Andrew Stokes spoke in support of the project during the public hearing, describing it as a suitable use for the land.

The SouthFork RiverSide Campground proposal was initially presented to the Warren County Planning Commission in September. Plans included sustainable practices such as water conservation and waste management, as well as the development of two sanitary facilities and a drain field to support the campground.

The concept also featured canoe, kayak, and tubing rentals as accessory services, enhancing the site’s recreational offerings along the Shenandoah River.

Access to the campground was planned via a dust-free road, with campsites located in a Special Flood Hazard Area to allow free-flow traffic in and around the site.

Other actions taken by the board across its November meetings included approving conditional-use permits for short-term tourist rentals on Sunrise Lane and Avalon Drive, renewing contracts for various professional services, and approving amendments to the Parks and Recreation Commission bylaws along with the 2025 Parks and Recreation League Fee Schedule.
