The New Albany Common Council greenlit a $30 million proposal from Mayor Jeff Gahan, setting in motion several major city projects aimed at addressing infrastructure needs and enhancing public amenities.
The resolution, passed in a closely contested vote, authorizes the New Albany Redevelopment Authority to issue lease rental revenue bonds. Of the total funding, $18 million will support new projects, while $11.4 million will be allocated to refinancing existing debt.
Among the proposed developments, enhancements to the River Recreation Site, including the construction of an RV park and a mountain bike park, have drawn significant attention.
The RV park is projected to cost $1.5 million, while the mountain bike park will require an additional $500,000 investment. These upgrades aim to boost tourism by creating new recreational opportunities that cater to both residents and visitors.
Supporters of the RV park argue that it could serve as a key driver of economic growth for New Albany. Council president Adam Dickey highlighted its potential to attract tourists who would contribute to the local economy by visiting businesses, restaurants, and hotels.
“If they’re coming here to utilize the mountain bike or stay at the RV park, they’re also utilizing our businesses,” Dickey said, as reported by Wave on January 17.
However, not all council members were convinced of the immediate need for the RV park and related projects. Council member Louise Gohmann voiced reservations about prioritizing park upgrades over other pressing needs.
“I can see a critical need for the animal shelter and public works, not so critical a need for parks,” she said.
Other members raised concerns about the rapid pace at which the proposal was introduced. Council member Scott Blair stated, “It’s like we’ve got a big bunch of money and we have to spend it so let’s go out and spend it.”
City officials have assured that public hearings will be held to provide additional details and gather input on the proposed projects.
