Arizona Senate Committee Advances Resolution to Enhance State Park Funding

The Arizona Senate Appropriations Committee has passed a resolution to allocate $10 million annually from the state lottery fund to the Arizona State Parks Heritage Fund. 

As per a Missoula Current report, the decision, made on Tuesday with a 5-4 vote, marks a pivotal step in reinstating consistent funding for Arizona’s state parks, absent since 2008.

Jim McPherson, president of the Arizona Heritage Alliance, emphasized the resolution’s alignment with Arizona voters’ intentions expressed in the 1990 mandate. 

This mandate supported the use of lottery funds for enhancing park facilities, preserving cultural heritage, protecting wildlife, and fostering economic and tourism development across the state. McPherson’s testimony to the Senate committee underscored the importance of honoring this voter decision to safeguard Arizona’s natural and historical legacies.

The Arizona State Parks Heritage Fund, established in 1991, initially benefited from yearly allocations from the lottery fund. However, the 2008 global financial crisis led lawmakers to redirect these funds to the general fund, resulting in the closure of 13 state parks. 

Russ James, vice president of the Arizona Heritage Alliance and a former state representative, recounted the difficult decisions made during the financial downturn and the unfulfilled promises to restore the funding.

Since 2009, the Arizona Heritage Alliance has actively lobbied for the reinstatement of these funds. A breakthrough occurred in 2019 with the passage of a Senate bill that reinstated the State Parks Heritage Fund, albeit without permitting annual lottery transfers until 2029. Efforts to secure an annual transfer in the interim have faced challenges, notably in 2022 when a bill proposing a $3 million annual allocation passed the Senate but stalled in the House.

The significance of state park funding extends beyond conservation efforts, touching the economic fabric of rural Arizona communities. State parks serve as cultural and recreational hubs, driving local economies and enhancing the quality of life. The absence of consistent funding threatens the upkeep and viability of these vital community assets.

In response to the alliance’s advocacy, Republican Senator Sine Kerr of Yuma proposed the resolution, opting for a voter decision rather than a traditional bill. This approach reflects a commitment to respecting the electorate’s will and ensuring the long-term protection of the funds under the Arizona Voter Protection Act.

Arizona’s 34 state parks have not been entirely devoid of funding in recent years, receiving sporadic support through one-time budget allocations. These funds have been instrumental in maintaining outdoor recreation facilities, historic preservation projects, trail maintenance, and educational programs. Since the inception of the Heritage Fund, combined investments and local matching funds have contributed $207 million to statewide projects.

The resolution’s advancement is a testament to the enduring value Arizonans place on their natural and cultural resources. By securing a stable funding source for state parks, Arizona can ensure the preservation and enhancement of its outdoor recreation industry, a key driver of economic development, especially in rural areas. This initiative not only aligns with the state’s commitment to conserving its natural beauty and historical heritage but also reinforces the role of outdoor recreation as a cornerstone of Arizona’s identity and economy.
