Arizona Planning And Zoning Approves Permit To Revitalize RV Park

The Coconino County Planning and Zoning Commission has approved a conditional use permit for an ex-RV park on 16 acres in Parks. A Williams News report said that plans for renovations to the restaurant in the property are also in the works.

PLM Adventures’ Pete and Lisa Mulgrew plan to revive the Ponderosa RV Park and Rack & Bull Restaurant closed for many years and are now up for sale.

The Mulgrews propose a major remodel, including 80 RV sites and 25 tent spots at the campground. The restaurant will also be renovated. Ten of the 80 RV sites will have site-owned RVs that are available for rent.

The campground used to have between 40-60 campsites in the past.

To reduce traffic conflicts with the standpipe, gas station, and restaurant on the east side, the campground will have a main entry off Old Route 66. The demolition of older buildings will result in constructing a new check-in facility, game room, laundry area, restroom, and shower facilities.

The campground will be open to traffic one-way on a paved road. The primary exit is on the east side of the park, the report said.

According to the report, the applicants stated in their application that the park would have a family-friendly atmosphere and include a playground and a few outdoor activities like horseshoes and cornhole. The restaurant will be open to all, offering great food and partnering with local restaurants to offer specials throughout the week, including breakfast, lunch, and dinner.

Planning and Zoning Meeting

Many members of the public called the online-only Planning and Zoning Commission meeting on July 28 to give input. However, some were concerned that others might not participate due to poor internet service in Parks, the report said.

“Our biggest problem here is internet access, and since this was a virtual-only gathering, there was not much notice,” stated Martha Scranton, Park resident. “I think there should be more time for residents of Parks.

Tammy Ontiveros, Chair of the Commission, replied that the meeting was legally posted and that the applicant had held a citizen participation event in May.

According to the applicants, 150 people attended the May 22 open house. Most of the comments received were positive for the project. The applicants received 14 written comments and three emailed feedback. According to the county, five additional comments were received since the meeting.

The county stated that there were concerns about noise, water use, and disruption to the community from campers who had little respect for the environment, the report added.

Ontiveros stated that the county couldn’t address water usage issues as per state law.

Many expressed concern about the potential impact of the campground on the small community, including those who were able to access the Zoom meeting on July 28th.

In the report, Savannah Sydney, a resident, said that “Hundreds of people flooding into this small, rural community, this will not be good for the community.” “We’re talking about hundreds of people flooding into this tiny, isolated area just at the ‘T. “

The county says that the property is zoned for general use. This allows for 12 campsites per annum, which equals 192 campsites on the 16.7-acre property. The applicant requests a permit for 105 sites.

Mulgrew understood people’s desire to limit them. Mulgrew stated they have already reduced the number of RV sites from 100, as originally proposed, to 80 because of community concerns.

In the report, Commissioner Best was the only one to vote against the conditional use permit. The approval of the permit was 5-1. The applicant can proceed with the building unless an appeal is filed to the Coconino County Board of Supervisors.

The public has a period of 15 days to appeal the decision of the community development director. An appeal must include specific conditions of concern. Appeal fees are $432.

On Aug. 9, there had been no appeal, the report added.
