Coastal Camping Project Approved in Quinns Rocks After Long Debate

The Dunes Beach Resort in Quinns Rocks, Western Australia, has received final approval from the Western Australia Planning Commission (WAPC), concluding a two-year campaign by local residents and the neighboring surf lifesaving club against the development. The WAPC’s statutory planning committee has approved the transformation of the former Quinns caravan park into a modern glamping destination according to an article by Perth Now.

The resort will feature 38 glamping accommodations with ensuite bathrooms, all equipped with air conditioning. The development also includes a restaurant/cafe for functions, a reception building, and a car park with 80 parking bays. The restaurant area is designed to accommodate up to 240 patrons and 13 staff, with specified licensing hours.

Robert Hodges, the Department of Planning, Lands and Heritage north metropolitan planning director, stated that the development has been designed to complement its surroundings and provide ample parking. This approach addresses some of the concerns raised by local residents regarding potential parking pressures in the area.

The City of Wanneroo council voted 8-7 in favor of the development despite objections. Cr Natalie Herridge mentioned that the company had agreed to stringent conditions, including hosting nine community events per year and ensuring public access to facilities.

Mitchell Bisby, DPLH metropolitan north principal planner, noted that a new surf lifesaving club planned for Alkimos between 2026 and 2030 is expected to alleviate operational pressures on the Quinns-Mindarie club.

The lease agreement for the Dunes Beach Resort is for 21 years until 2045, with the City of Wanneroo receiving $50,000 per year through the lease and $30,000 per year in rates. The site, owned by the City of Wanneroo and designated as a parks and recreation reserve, is expected to face challenges due to coastal erosion by 2050. The Foreshore Management Plan outlines strategies to mitigate these effects.

The resort is already marketing itself as a coastal wedding venue, advertising bookings from October 2025. The facilities include a large lawn with ocean views, a spacious alfresco deck, a versatile function room, and three bar areas for various stages of events.
