San Miguel de Salinas Motorhome Campsite Proposal Seeks Regional Approval

A proposed €1.67 million motorhome campsite in San Miguel de Salinas, Spain, would provide 117 pitches and accommodate up to 351 guests if approved. The two-star development is planned for 44,308 square meters of non-developable land and is awaiting further regional authorization before construction can proceed.

The project, promoted by Thomas Richard Reeves Chambers, has been submitted to the Valencian Government for a declaration of community interest. The application has been accepted for processing and is now subject to public consultation. However, this procedural step does not constitute final approval, as additional reports and decisions, including those related to environmental assessment, remain outstanding.

The proposed development would occupy two former irrigated agricultural plots in polygon 14, measuring 35,394 and 8,914 square meters. The developer acquired the properties in November 2022. Plans call for adapting existing agricultural buildings, demolishing some structures, and constructing additional facilities to support the campsite’s operations.

The accommodation area would include 89 standard motorhome pitches and 28 larger deluxe pitches, each with a dedicated parking space. Together, the pitches would occupy approximately 9,600 square meters, with additional land allocated for internal roads and pedestrian access.

Planned amenities include a 282-square-meter bar, reception facilities, restrooms, laundry rooms, storage space, and staff areas. The development would also feature a 398-square-meter main swimming pool and a separate children’s pool. The buildings would have a combined constructed area of approximately 827 square meters, while more than 16,000 square meters would remain natural terrain.

According to the project’s technical report, the campsite is expected to create 25 permanent jobs, with additional seasonal employees potentially hired during periods of higher demand. The estimated construction investment is €1,675,466.36. The promoter has proposed a fee of €33,509.33, equivalent to 2% of the investment, and is seeking authorization to operate the development for 30 years.

Water and wastewater infrastructure will be important considerations for the project because the site is not connected to the municipal sewer network. The proposal includes two underground wastewater treatment plants and designated facilities for emptying motorhome waste tanks. These systems would support sanitation services for guests while addressing the site’s lack of access to the existing sewer infrastructure.

The developer estimates annual water demand at 5,224.98 cubic meters and plans to explore a connection to the municipal water supply near the Lo Rufete residential area, approximately 800 meters from the proposed campsite. Water storage tanks are also included in the plans.

San Miguel de Salinas Town Hall issued a certificate of urban planning compatibility for the proposed activity in February 2023, according to The Leader. However, that certificate does not replace the regional approvals required for the project to advance.

For outdoor hospitality operators and investors, the proposal illustrates several considerations associated with developing motorhome accommodations on non-developable land. The project’s reliance on on-site wastewater treatment, a potential extension of the water supply, and a combination of adapted agricultural buildings and new facilities could affect infrastructure costs, permitting timelines, and operational planning.

The proposed 30-year authorization would also provide a defined period for the developer to operate the campsite if the application succeeds. Its eventual viability will depend on the outcome of the regional review, including the outstanding environmental and administrative assessments. Until the required approvals are secured, the 117-pitch development remains a proposal rather than an authorized construction project.
