Groups File Appeals Against Gallatin River Glamping Resort’s Floodplain Permit

Various groups have filed appeals with Montana‘s Gallatin County Commission, challenging the decision to approve the floodplain permit for a glamping facility along the Gallatin River.

According to a report, the appeals are in response to plans made by developers Jeff and Jirina Pfeil to construct a luxury camping retreat named Riverbend Glamping Resort on an island to the west of Mill Street bridge in Gallatin Gateway.

Some of the island property is in the 100-year floodplain of the Gallatin River, meaning it is susceptible to ice jams and floods.

In November, Gallatin County Floodplain Administrator Sean O’Callaghan granted a floodplain permit for the project despite protests from environmental groups and neighbors. The administrator wrote that the developers have complied with the county’s floodplain rules.

A variety of groups are now requesting the Gallatin County Commission to either revoke the permit or change the conditions. A conference before the hearing regarding Riverbend Glamping Getaway is scheduled today from 1-2 p.m.

Attorneys for Protect the Gallatin River—a group of property owners, neighbors, and concerned citizens—filed an appeal against the glampground. They’re asking the county commission to cancel the permit altogether.

American Rivers, the Greater Yellowstone Coalition, and the Madison-Gallatin Chapter of Trout Unlimited also appealed the decision last week. The groups are seeking seasonal limitations on glamping activities.

If the changes are approved, the developers would have to remove temporary structures from the floodplain and shut off all sewer and gas lines from November 1 until July 1 each year.

According to the appeal, this would permit owners to run the glampground at the peak of the tourist season while  “virtually eliminating the risk of flood-related damages to people and property,” according to the appeal.

The seasonal restrictions will “shield Gallatin County from potentially expensive litigation arising from flood-related damages in the future,” the document claims.
