The Confluence recently expanded its membership to 20 states with the addition of Minnesota and North Dakota, as per a press release. Both states have become the newest to join the Outdoor Recreation Industry Confluence Accords, a framework aimed at advancing and supporting the U.S. outdoor recreation economy.
Established in 2018, the Confluence Accords are based on 15 principles across four main pillars of conservation and stewardship: education and workforce training, economic development, public health and wellness, and opportunity and experience. These accords represent a bipartisan effort to advance the outdoor economy through a unified voice.
The outdoor recreation sector’s economic impact is significant, contributing 2.2% to the US Gross Domestic Product, generating $1.1 trillion, and supporting 5 million jobs, according to data from the U.S. Bureau of Economic Analysis.
The journey of the Confluence Accords began with eight original signatories in Denver on July 25, 2018. Subsequent signings took place in St. George, Utah in 2019, Little Rock, Arkansas in 2022, and Washington, D.C. in 2024. The most recent signing, which included Minnesota and North Dakota, occurred on October 16, 2024, at the 2024 Outdoor Media Summit in Missoula, Montana.
For Minnesota, joining the Confluence Accords presents an opportunity to enhance its outdoor recreation industry. Randolph Briley, deputy director of the Minnesota Outdoor Recreation Industry Partnership, stated, “Joining the Confluence of States marks an exciting new chapter for Minnesota’s vibrant outdoor recreation industry. By harnessing the collective expertise and resources of the Confluence, we aim to propel Minnesota’s outdoor recreation industry to new heights, ensuring that it remains a vital contributor to our state’s economy and a source of joy for residents and visitors alike.
North Dakota’s participation aligns with its recent efforts to bolster recreational attractions. Cody Schulz, director of the North Dakota Parks and Recreation Department, emphasized the state’s focus on enhancing health and well-being through outdoor recreation, saying, “We are incredibly excited to continue to not only enhance health and wellbeing by maximizing the impact of outdoor recreation in North Dakota but to also responsibly develop our resources as a driver of economic and workforce development.
The addition of Minnesota and North Dakota coincides with the release of the 2024 Outdoor Report by the Confluence, which highlights member states’ achievements under the organization’s core pillars. This report underscores the vital role these offices play in enhancing public lands, boosting local economies, and promoting health and wellness through outdoor recreation.
As the Confluence grows, it continues to serve as a platform for member states to share resources, strategies, and successes in promoting outdoor recreation. With 20 participating states, the initiative’s reach and impact continue to expand, potentially influencing policy decisions and resource allocation at both state and federal levels.
