Bagley Township and Gaylord have agreed to a revenue-sharing plan that will allow work to start on the proposed recreational vehicle park development near M-32 East, a report said.
The Gaylord City Council voted Monday night to approve a deal with Bagley for the extension of city water service and sewer service to the location.
Bagley will annex the property to the city for 4 mills personal property tax revenue over a period of 35 years, rather than the original proposal of 30.
Paul Slough, City Attorney, stated that Bagley was concerned about ensuring that all property in the city is developed, including future developments for retail businesses.
Slough suggested adding five more years to the agreement. It will include the RV park, gas station, and other major components of the project.
Michelle Noirot, Bagley Township Supervisor, was present at the meeting. She indicated that the township would approve of the agreement.
M32 Development Group offers options on two parcels located behind the apartment building. The group wants to create a community with spaces that can accommodate large motorhomes and a clubhouse with a pool. They also want recreational facilities such as tennis courts and horseshoe pits. They are also interested in adding a convenience store, gas station, foodservice, and rental cottages.
They expressed interest in laying the foundations for the project this fall. The potential problem is the lack of wastewater capacity. This is because the company that owns the apartment complex plans to build additional buildings.
Slough said that officials would monitor the situation and will not attempt to upgrade the wastewater system on Fifth Street “until school is out,” the report added.
