The Carlisle City Council has received an application to change use for a plot close to West Brightenflatt Caravan Park, Scaleby.

The application was submitted through the applicant Mr. Bell of Scaleby, Carlisle, and Sam Grieg Planning handles the application.

The proposed construction of nine tent and caravan pitches and the provision of infrastructure, including the construction of an additional cesspit that will be used to serve the site’s extended area.

In their supporting message, the applicant stated: “The development has been designed to reflect the appearance of the existing caravan/camping site.

“There will be limited visual impact upon the wider landscape as the site is visually contained by existing landscaping that surrounds the site.”

The site is approximately 500 meters away from the highways used by the public to the west and north and beyond fields enclosed by hedgerows, which restrict long-distance views of the site from the roads.

It is accessed through the existing lane that is used to access the present caravan park. The applicant claimed the park has “good visibility” is provided either way when the access lane is located near the public highway.

Boundary treatments can include a mix of hedgerows, stockproof posts, and wire.

An additional 60m of hedgerow is proposed.

The applicant notes that the Policy EC10 in the Carlisle District Local Plan, “Caravan, Camping and Chalet Sites, makes provision for sustainable rural tourism.”

They also said that the proposed changes meet the criteria for these changes as set in Policy EC10, which stipulates that the project’s scale, location, or appearance is not likely to impact the nature that the surrounding landscape has negatively.

It is essential that parking and access arrangements are made available in addition to “clear and reasonable justification” for the development to be located in the proposed area.
